I would recommend taking it to Dog Training.

Also teach him the word "NO" and "Bad Boy"

so when he barks and you say no he will stop.

. I know it won't be easy but how long do you think it may take to correct his behavior? Why not when you see him do it ask him to sit, drop and stay. Distraction technique. Often big dogs generally don't tolerate smaller dogs

Willl he one day be fine to be off leash at the dog beach? Depends on the dog, i wait until you get his behaviour under control before you even think of letting him off

will he always be a bit reactive? My dog kinda similar-she fine with other dogs sometimes partcilar Beagles, Cavalier King Charles Spaniel, Newfoundlands, and Mini Foxes, Australian Cattle Dogs, and Border Collies, and she give a playful one bark as she tries to playfully chase the other dogs and heard them, she cannot stand going near Staffy mixes, Jack RUssells, chinese shar pei's etc and she bark and lunge when she going to be a pain and try and nip them on the heels if she gets near them, she normal do this behaviour a metre away. So i know with her when she does this she doesn't like the dogs for particular reason.

I don't let her off as she unpredicatable with her recall, great on lead, let off, i be chasing her all over town!
