Question: Why are Filipino people, the males in particular, so undisciplined?

I often wonder about this myself. Because as you said most of the civilized world doesn't act like this. Being an American of Filipino ancestry myself I can honestly say that some of the actions that you mentioned are downright true and are somewhat an embarassment.

youre basing every filipino man by just a few places? and experiences? have you traveled every inch of the country? No. so dont be a prejudice get to know them. if you donnt like the loud music then ignore it or better yet JOIN!!! AND PEOPLE BEG FOR MONEY BECAUSE THEY NEED IT. not because its fun. some countries are hard to live in. and yes people there are religious. but do they always HAVE to be? do they have to pray every single second? do they have to give up fun just because god says you should only have eyes for him? people deserve freedom.

we must be neighbors, the roosters are for sabong later this weekend, I am still begging and scamming for steroids to be injected on them. the dogs are noisy at night because we usually party at night and tend to forget about feeding them, and the roosters have insomnia, their body clock needs to be adjusted, they only crow at 3pm onwards, must be on night shifts. the religious men in the sabong called kristo will be as spiritual as they can be, but there's nothing you can do if your rooster is dead. a great pulutan and more party later on.

You have also stated the fallacy of diverting the issue by pointing out the shortcomings of the speaker or other countries for that matter. I won't also dwell on that.
Assuming there are no flaws in your argument, the cause is lack of immediate negative or positive outcome. Majority will change behavior if there is an immediate negative or positive outcome for themselves.
We can only blame the law enforcers and makers so much, but the start of behavior and discipline is early childhood. Who would teach the child if his/her parents are always working? Who will teach the child if they don't have money to pay for education? None.
